Cosmetic products law

 

The cosmetic product market holds a dominant position in France. If the sector is as full of opportunities in France as it is overseas, especially for SMEs, cosmetics companies must be ready to apply regulations that are ever-changing and becoming constantly stricter.

This is a consequence of Regulation no. 1223/2009 on Cosmetic Products, which can be found in the French Public Health Code in Articles L 5131-1 et seq. Its application is compulsory for all who participate in the chain of production and distribution of cosmetic products, whether manufacturers, distributors or those responsible for placing them on the market in the EU.

Most notably, cosmetic products must be accompanied by a product information file (PIF) and they must be manufactured in compliance with the ISO 22716 standard on good manufacturing practices. There is also a system for monitoring cosmetics products once they have been placed on the market, or “cosmetovigilance”.
